ctl: elem-value: rewrite getter for boolean values

This commit rewrites the getter method so that it returns a pointer to
internal storage for boolean values.

ALSA libraries compatible with GObject introspection (g-i) for language bindings (direct kernel usage, no alsa-lib wrappers).
